The issue of creating a city museum was raised repeatedly starting in 1972. In 1994 the Museum and Exhibition Center was established, comprising an exhibition hall, a creative workshop, children's clubs and youth studios. On December 26, 1999, the city's birthday, a historical and art museum was opened. As part of the project "To the Museum with the Whole Family", interactive tours were held based on traveling exhibitions. Exhibits from major museums have been displayed within the museum's walls. In 2008, festivals featuring elements of folk culture began to be held at the historical and art museum. Since 2001 regional local-history conferences have been held at the Museum and Exhibition Center. The Museum and Exhibition Center gained popularity among city residents due to its bright, colorful regional exhibition projects. It continues to seek new forms of engagement with visitors.
