On November 3, 1977, an Open (Public) Museum was opened in Lagansky (formerly Kaspiysky) Kalmyk ASSR; its council included history teacher Nikolai Ivanovich Bukhanov, party veteran Aleksey Bembeevich Kozheynikov, Komsomol worker Tsagana Bagievna Tagirova, a district party committee worker and World War II participant Maria Vasilievna Zozulya. On May 18, 1984, the Ministry of Culture of the RSFSR awarded the Public Museum of Kaspiysky the title of People's Museum. In 1984 it became a branch of the Budgetary Institution of the Republic of Kalmykia "National Museum of the Republic of Kalmykia named after N. N. Palmov". The museum is housed in an old wooden building that is an architectural monument. It has four exhibition halls, whose collections include a unique photo-documentary archive and items of Kalmyk and Russian everyday life. In 2014, dedicated to the Year of Culture, the museum building was partially restored.
