The Treasury is an example of administrative buildings of the first half of the 19th century and is located in the center of the Prisutstvennye Mesta (the administrative offices). The building is executed in the Empire style and has a symmetrical layout and façade composition. A shallow pediment tops the main façade, and a string course runs around the entire perimeter between the floors. In the district, habitation sites belonging to various archaeological cultures of the Neolithic (New Stone Age) were discovered, as well as the oldest surviving example of pictorial art. In addition, various ornaments were found in the area, such as copper bracelets and temple rings, as well as fragments of 12th-century clothing with gold embroidery. All this testifies to the rich life of the townspeople.
