The City Exhibition Center named after Vitaly Sergeyevich Rogal was opened in 1999.

\r\nOn the ground floor of the center there is a permanent exhibition — the memorial studio of Vitaly Rogal, People's Artist of Russia and an honorary citizen of Irkutsk and the Irkutsk Region. It displays paintings and graphic works, personal belongings, and archival photographs — items of memorial significance that tell the story of Vitaly Sergeyevich's life and work, donated to the city by the artist's family.

\r\nThe museum's halls host regional, all‑Russian and international exhibitions, musical salons, and master classes that meet the high standards of the artistic and cultural life of contemporary Irkutsk. One of the center's areas of activity is supporting the development of children's and youth creativity. The center's building permanently hosts classes of the children's art studio «Little Artist» and runs creative master classes in the format of a family weekend for children and their parents.
