The museum is located in a building that is a 19th-century architectural monument, built in the Russian brick style. The museum's exhibition is dedicated to the history of Dubovka, which was originally the capital of the Volga Cossack Host and later a major trading settlement (posad) of the Tsaritsynsky Uyezd of the Saratov Governorate.
The museum hosts thematic exhibitions about the archaeological site 'Vodyanskoye Gorodishche' and the Dubovsky District during the Great Patriotic War. Exhibitions of decorative and applied arts and of fine art alternate.
Notably, the museum's collections were assembled by the community through gratuitous donations; not a single item was purchased. The museum holds a large number of thematic events and excursions, including tours of Dubovka.
