\r\nVyacheslav Viktorovich Samartsev was appointed First Secretary of the district party committee in the autumn of 1985. At one of the meetings he proposed creating a local history museum in the Afanasyevsky district to preserve its traditions and foundations. On January 13, 1986 a resolution was adopted to prepare for the establishment of the museum. For this purpose a council was formed that included activists, representatives of organizations and institutions, and A.F. Zhdanova, who became its chair. On the instructions of V. V. Samartsev, N. N. Tutynina assisted the museum, and the methodologist of the regional local history museum, N. L. Goloviznina, was invited for consultation. It took 3 years of work to create the museum, after which the building was constructed in one year. The first hall was opened on December 6, 1988, and the official opening took place on March 26, 1989.
