Kotlas Local History Museum was established in 1982 on the basis of two public museums. The museum presents an exhibition reflecting the history of the Kotlas district from ancient times: the settlement of the North, the development of navigation on the Northern Dvina, the construction of the Vyatka–Kotlas railway, the history of the town during the revolutions of 1905–1917, the Civil War, the political repressions of the 1930s, the Great Patriotic War (World War II) and the formation of the town as an industrial center and transport hub in the postwar years. Special attention is paid to the pre-revolutionary period: settlement of the region, crafts, trades, traditional folk costume and household items.
