It also offers programs for people with disabilities. The museum was opened on April 1, 1932; until 1987 it was located in Kuibyshev Park. The museum was then closed during the Great Patriotic War. In 1954–1957 it became a regional museum, expanded its staff, added unique exhibits and made its displays more spectacular. Today the museum promotes local history, conducts numerous tours and exhibitions, and attracts new visitors. More than 30,000 visitors a year visit the museum, which gives over 700 tours, hosts a large number of events and at least 35 exhibitions. It is also responsible for organizing city events dedicated to the Days of Military Glory, book presentations and neighborhood celebrations. The museum works with schools and kindergartens and provides programs for people with disabilities. It attracts the attention of many people and helps them gain knowledge.

An outstanding part of the museum collection is archaeology. There are 2,260 items in the main fund and 473 in the scientific and auxiliary fund. Among them are items from the Mesolithic, Neolithic and Eneolithic (7th–4th millennia BC), and the Bronze Age (turn of the III–II millennia BC – end of the II millennium BC). Unique is the collection of early Slavic items (late 2nd–3rd centuries) — a pyramidal bronze bell and bronze pendants, spurs, buckles, beads. Of interest are arrowheads from the Golden Horde period (13th–15th centuries) and women's jewelry from the late Mordvin period (17th–18th centuries). The core of the ethnographic collection consists of festive and everyday, ritual folk and urban clothing, as well as samples of homespun fabrics from the late 19th–early 20th centuries, and examples of local folk art — knitting. The museum also holds documents, photographs, books and personal belongings of local figures — prominent representatives of Russian science and culture, Heroes of the Soviet Union, honorary citizens of Balashov District — poets A. Prishelts and N. Palkin, writer E. Belyankin, collector of frontline folklore of the Great Patriotic War (1941–1945) P. Lebedev, scientists and physicists N. Tremasov and A. Vlasov, honored test pilot Yu. A. Garnaev and others — the most notable items of the collections.
