Ivan Andreyevich Milyutin, the city mayor of Cherepovets, initiated the creation of a large public city garden. On the site known as the 'Salt Town' there were merchants' salt warehouses. I. A. Milyutin commissioned Nikolai Ivanovich Bernik, a drawing instructor at the Alexandrovsky Technical School, to lay out and design the park in the classical regular style. The land for the park was purchased by the city administration and also personally by I. A. Milyutin, so for a long time the park bore the name 'Milyutin Garden'. In 1892 the 'People's House' was opened, where various events were held. The park was officially opened in 1897. In 2020 the park received a grant in a competition of the Ministry of Construction, and in 2021 its reconstruction began, and the park had its historic name restored — 'Salt Garden'.
