The gallery occupies the house of provincial secretary N.G. Koltypin, built in 1855 in the classical style. It stands on one of Tver's historic streets — Pushkinskaya; in the 20th century local Tver artists rented premises here for studios. Today the gallery building has the status of an architectural monument of the Tver Region.
The gallery is named after the outstanding Russian artist Efrem I. Zverkov (1921–2012). The artist succeeded in creating his own deeply lyrical strand of the national landscape. The great artistic charm and individuality of his works, and their national distinctiveness, allow his oeuvre to be regarded as a major phenomenon in the history of fine arts. The best works of Efrem I. Zverkov have rightfully become classics and occupy a respectable place in Russia’s largest museums (the State Tretyakov Gallery in Moscow, the State Russian Museum in St. Petersburg), as well as in public and private collections in the UK, Bulgaria, France, Germany, Italy, the USA, Finland, Japan and a number of other countries.
Today the Efrem I. Zverkov Gallery is a cultural and educational centre for the residents of Tver and the surrounding region, as well as for visitors to the city. Lectures, discussions, master classes, exhibitions, professional competitions for young artists and their final exhibitions are held here.
