Vasily Sergeyevich Arzhilovsky is the founder of the Kazanskoye Local History Museum. Vasily Sergeyevich was born on April 17, 1929, in the village of Novosyoleznevo. In 1952 he graduated from the Faculty of History and Philology of the Tyumen Pedagogical Institute. After graduating, he worked as a teacher, deputy headmaster, and later held various positions in party bodies and the education system.
 
For many years Arzhilovsky served as Secretary for Ideology of the Kazansk District Party Committee (from 1965), remaining in this position until his retirement. His career included work as editor of the district newspaper and as a school principal. After retiring, Arzhilovsky devoted himself to creating a local history museum in the village of Kazanskoye. The museum opened on November 18, 1994. Arzhilovsky conducted extensive research—collecting information from local residents and working with archival documents. The result of his research was the book 'The Kazan Land Yesterday and Today'. For his many years of work, Arzhilovsky was awarded numerous certificates of recognition, orders, and medals. In 1997, after his death, the Kazanskoye Local History Museum was named after him.
