Yuri Pavlovich Spegalsky was a Soviet architect, an outstanding restorer of Pskov, an artist and an expert in Pskov architecture. He was born in Pskov. In 1928 he enrolled in the Leningrad Higher Art and Technical Institute. After its reorganization, Spegalsky continued his studies at the Architecture Faculty of the Leningrad Institute of Municipal Engineering.
From 1936 he worked in the monuments protection department under the Leningrad Regional Executive Committee, taking part in the restoration of the Gremyachaya Tower and the Second Menshikov Chambers. During the Great Patriotic War he was involved in camouflaging tall buildings in Leningrad. In the winter of 1942–1943, in besieged Leningrad, he created a series of drawings 'On 17th-century Pskov' combining scholarly accuracy with artistic skill.
After the war Spegalsky returned to Pskov, where he directed the restoration of the churches of St. Nicholas on Usoha and of the Epiphany. In the 1950s he participated in various projects for the repair and survey of architectural monuments in Leningrad and Pskov, including the Public Library, the Church of Elijah the Prophet and the Alexandrov Column. Yuri Pavlovich Spegalsky suddenly died on January 17, 1969 in Pskov, immediately after a production meeting in the restoration workshop.
