Yelcheninov Nikolai Georgievich was a local historian and the founder of the Belogorsk Local History Museum. Nikolai Georgievich Yelcheninov was born in the village of Ivanovka in the Amur Region. From childhood he was fascinated by the natural sciences, collecting butterfly specimens and herbarium samples. After finishing school, he worked in the field of education.
In 1937 Yelcheninov became the head of a school and then a geography teacher. He participated in the Great Patriotic War and after demobilization in 1943 returned to the school, where he worked until 1969. Nikolai Georgievich was awarded the title 'Honored Teacher of the RSFSR'. For his conscientious work the teacher was awarded the medal 'For Labor Valor during the Great Patriotic War of 1941–1945'. After retiring, Yelcheninov devoted himself to work at the city museum, significantly enriching its exhibitions. He founded a school local history museum that became known throughout the Amur Region. Nikolai Georgievich Yelcheninov passed away in 1972.
