Grigory Moiseevich Budagov — a railway engineer and public figure who played a significant role in the early development of Novonikolaevsk. He was born in St. Petersburg on January 2, 1852, into an Armenian family of hereditary nobility. He was educated at the Emperor Alexander I Institute of Railway Engineers, from which he graduated in 1874 with the title of civil engineer.
He took part in the construction of many of the most important railway mainlines and bridges within the Russian Empire. He oversaw the reconstruction of the mountainous sections of the Siberian Railway. He was awarded the Order of Saint Stanislaus, 2nd class. In his later years he served as chairman of the Interdepartmental Council for drafting Russia's railway construction plan, and was a member of the Engineering Council and the Technical Committee of the People's Commissariat of Railways. Grigory Moiseevich Budagov died on December 24, 1921, and was buried in the Smolensk Armenian Cemetery in St. Petersburg.
