Yevgeny Nikolaevich Kashirin – an honorary citizen of Ryazan, a local historian, and a photographic artist. He was born on May 31, 1949 in Ryazan. In 1968 he graduated from the Moscow Secondary Art School at the Surikov Institute of Painting, then studied at the History Faculty of the Ryazan Pedagogical Institute. He began practicing photography at the age of 14. In 1967 he was a member of the "Meshchera" photo studio, and in 1977 he was one of the founders of the city photo club "Oka".
For 20 years he worked as the head of the children's photo studio at the city Station of Young Technicians, and he taught at the Ryazan Art School and at the S. A. Yesenin Ryazan State University. He was a participant and prize-winner of numerous regional, all-Russian, all-Union, and international photo exhibitions. In 1989 he was one of the founders of the Ryazan branch of the human rights society "Memorial" and a member of its first board.
In 1995 Yevgeny Kashirin was awarded the title "Honored Worker of Culture of the Russian Federation." In 2000 he graduated externally from the History Faculty of the S. A. Yesenin Ryazan State Pedagogical University. Since 2003 he served as chairman of the Ryazan branch of the Union of Photographic Artists of the Russian Federation. In 2006 he was awarded the Honorary Diploma "Spiritual Heritage" of the "People of the Year – People of the City" competition, held by the Ryazan Chamber of Commerce and Industry. In his later years he taught a course in photographic mastery at the G. K. Wagner Ryazan Art School. Kashirin's photographs were published in local and national newspapers and magazines, and in books. Yevgeny Nikolaevich Kashirin passed away on June 29, 2007.
