Rusanova Elvira Iosifovna (née Frankenberg) was born on June 21, 1933 in Leningrad. In 1957 she graduated from the Faculty of History of Leningrad State University named after A. A. Zhdanov. In 1959 she was appointed as a history teacher at Firovskaya Secondary School; in 1966 she became its head. She served as director for 18 years (1966–1984).   

From 1978 to 1990 she acted as an experimental teacher for the introduction of the course «World Artistic Culture» in secondary school. In 1965, under her leadership, the first school historical and local lore museum in the Firovsky District was established; in 1995 it was granted district status. From 1965 to 2018 she was the long-standing director of the school museum and then of the Firovsky District Museum of Local Lore. She took part in regional and republican pedagogical readings, delivered reports on moral-patriotic and aesthetic education, and shared her work experience at conferences in Tver, Moscow, Perm, Samara, Voronezh, and Ulyanovsk.   

From April 1961 to May 1962 she worked in Moscow as a member of the jury for an open competition of history textbooks for secondary schools, for which she was awarded a Letter of Commendation from the Minister of Education of the RSFSR. A member of the CPSU since 1961, delegate to the XXYIII Congress of the CPSU, delegate to the IX All-Union Congress of the «Znanie» society. She was repeatedly elected deputy to the settlement, district, and regional Councils of Workers' Deputies. In 1988 she was conferred the title “Honored School Teacher of the RSFSR”. By decision of the assembly of deputies of the Firovsky District of the Tver Region dated 14.06.2002, Elvira Iosifovna Rusanova was awarded the title “Honorary Citizen of the Firovsky District”. Elvira Iosifovna Rusanova passed away on December 27, 2018 in the settlement of Firovo, Tver Region.
