Anatoly Vasilyevich Davydov was a local historian, teacher, founder of the museum, organizer and its first director. He was born in 1925 into a peasant family. He learned to read early and to play chess, showing excellent academic performance. After his family moved and he finished school, he went to the front in the Great Patriotic War, where he displayed courage and was awarded the medals 'For Courage', 'For the Defense of the Soviet Arctic', and a commendation from the Supreme Commander-in-Chief. After demobilization he graduated with distinction from the Omsk Pedagogical Institute.
After the institute, Davydov began working as a geography teacher at the Vikulovskaya School, organized a geography club and a local history exhibition. Alongside his school work he pursued research, surveyed the area, discovered several archaeological sites and described local geographical features. His aspiration for a scientific career led him to postgraduate studies, but his dissertation was not accepted.
The last years of Davydov's life were devoted to work at the House of Pioneers and to establishing the local history museum. His efforts were crowned with success: over 10,000 exhibits were collected, the museum became a people's museum, and after the scholar's death it was named after him, serving as a tangible testament to his contribution to the study of the region and the education of younger generations. Anatoly Vasilyevich Davydov passed away on December 6, 1983.
