Anatoly Nikolaevich Khomyakov – founder and first director of the Uchinsky Ethnographic Museum. He was born on November 19, 1930, in the village of Polovinka, Kondinsky District, into a fisherman’s family. After his father was drafted to the front in 1941, fourteen-year-old Anatoly began to work. From 1943 to 1948 he worked on a collective farm. After working at the Kondinsky fish factory and serving in the army in the Far East (1951-1953), Khomyakov returned to the collective farm. He worked as a foreman, head of a dairy farm, and head of the farm at the Uraisk forestry. He worked twenty years in forest protection and retired in 1978.

In 1980 Khomyakov began to create a monument to his fallen fellow countrymen, independently developed the design and organized the production of the monument's elements. The monument was installed in 1989. In the same year Khomyakov began creating the Uchinsky open-air ethnographic museum, making many exhibits with his own hands. The museum opened on December 10, 1990. For his work Khomyakov received numerous awards and honorary titles.

Upon retiring, Anatoly Khomyakov continued his creative path. He prepared biographical materials, and in 2012 wrote the book "The River of My Life." In the same year the book "Recipes of Kondinsky Cuisine" was published. In addition, Anatoly Nikolaevich makes a significant contribution to working with children at the Yursil children's health camp.
