Andrey Nikitich Belikov was an educator, Honored Teacher of the RSFSR, local historian, and an honorary citizen of the Chesmensky District. Andrey Nikitich Belikov was born on October 28, 1923. Belikov completed a one-year teachers' course at the Chelyabinsk Teacher Institute. After that, from 1941 to 1943 he trained at an aviation school in Engels, and then at a night pilots' training school in Cheboksary, sent by the Chesma military commissariat. His military service ended prematurely due to a wound sustained while carrying out a combat mission.
 
After demobilization, from August 1943, Andrey Nikitich worked as a teacher at the Chernoborskaya Secondary School, and from 1944 became its director. In 1968 he obtained higher education, graduating from the correspondence department of the Chelyabinsk State Institute with a specialization as a teacher of geography. From 1971 to 1979 Belikov headed Chesma Secondary School No. 1.
 
In addition to his teaching work, Belikov devoted much time to local history, conducting research in the archives of Chelyabinsk, Troitsk and Orenburg. Belikov initiated the creation of a local history museum in the village of Chesma, which today bears his name. Among his honors are membership in the Geographical Society of the USSR, the titles "Excellence in Public Education of the RSFSR" and "Excellence in Education of the USSR", as well as the V.P. Biryukov Prize. Andrey Nikitich Belikov passed away in December 2001 in the village of Chesma.
