The museum is located in a former water tower from the early 20th century. For the first time in Russia an industrial building was turned into a museum. The tower recreates the atmosphere of a provincial town at the end of the 19th – beginning of the 20th century. Visitors will see what Vladimir looked like at the turn of the century and learn what people did and how they lived in that era: which books they read and which cultural events they attended. The museum does not have the usual explanatory texts for tourists – only authentic items and lively scenes of urban life: the main street, a noble house, a tavern, the prison warden's office and others, as well as contemporary commentary – excerpts from newspapers, books and magazines. The people who lived then tell about their city themselves – with love, with humor, and sometimes with sadness and irony. At the top of the tower there is an observation deck offering a picturesque view of Vladimir and its surroundings.
