The Flat Tower was built in 1500 at the mouth of the Pskova River, at the same time as the High Tower on the opposite bank. The tower is constructed of limestone slabs, has four tiers, is topped with a wooden spire, and is 25 m high. The Flat Tower is part of the defensive complex of the Pskov Kremlin. In 1537–1538 a wooden wall with two sluice arches and grates that could be lowered into the water was erected between the Flat and High towers to block access to the town through the mouth of the Pskova. In 1631 the grates were rebuilt in stone. In 2017–2020, as part of the Russian Ministry of Culture and World Bank project “Conservation and Use of Cultural Heritage in Russia,” the Flat Tower was restored and opened to visitors in 2021. In the tower visitors can see a model of the water grates, view the exhibition “Ribbon of the History of the Pskov Land,” and see a display dedicated to the history of the restoration of Pskov's monuments.
